NHS England’s implementation framework

On the 27 June, NHS England published the Long Term Plan implementation framework and support offer for Sustainability and Transformation Partnerships (STP)/Integrated Care Systems (ICS). These documents set out the key activities that NHS England will fund over the next five years and the actions that NHS England will take to support to achieve the objectives in the LTP. The publications also set out a high level approach and principles that must be addressed in the development of local implementation plans.

 

One dimension of local implementation planning is that STPs/ICSs are expected to set out how they will contribute to the end points – such as preventing 150,000 heart attacks and strokes – set out in the long term plan ambitions. There is also an expectation that plans reflect intentions to prevent (by addressing tobacco, alcohol and obesity) as well as treat ill health.  Although the support offer does not set out a specific national action on the NHS Health Check, PHE is working closely with NHS England’s prevention and CVD programmes as the commitment in the LTP to improve the effectiveness of the programme remains. Clearly, the NHS Health Check also provides a fundamental mechanism for achieving the objective of preventing 150,000 Heart Attacks and Strokes and these documents highlight a range of opportunities such as the implementation of a CVD service specification for Primary Care Networks and the CVDPREVENT audit which will be the levers to achieve the LTP prevention and CVD endpoint, national prevention and CVD ambitions and support improvements in the effectiveness of the NHS Health Check.
